Refund Policy
The World Leadership and Policy Institute ("WLPI," "we," "our," or "us") is an internationally operated brand and a registered trade name in the State of Wyoming, United States.
WLPI operates through:
- Ufuq Group Kft – Hungary — Company Registration Number: 13-09-248345
- Nexus Prime Group LLC – United States — EIN: 33-4659415
World Leadership and Policy Institute is a trade name and brand and does not constitute a separate legal entity from Nexus Prime Group LLC or Ufuq Group Kft.
Depending on the applicable event, service, payment method, jurisdiction, invoice, or contractual arrangement, WLPI services and transactions may be administered by either Nexus Prime Group LLC or Ufuq Group Kft.
At WLPI, we are committed to providing participants with professional application, documentation, leadership, educational, conference, and international event services.
Because different WLPI services involve different types of administrative work and financial commitments, Application Processing Fees and Participation Fees are governed by different refund conditions.
By submitting an application, registering for an event, purchasing a service, or making a payment to WLPI, you acknowledge that you have read and agreed to this Refund Policy together with the applicable WLPI Terms and Conditions.
Nothing in this Refund Policy limits any consumer right that cannot legally be excluded or restricted under applicable law.
1. General Refund Policy
All payments made to WLPI are subject to the refund conditions contained in this Policy.
Unless otherwise expressly stated, an approved cancellation of an eligible Participation Fee will normally be compensated through a WLPI Credit Voucher ("WCV") rather than a cash refund.
Cash refunds are not ordinarily provided unless:
- WLPI expressly approves a cash refund;
- a specific event or service states otherwise;
- WLPI is legally required to provide one; or
- other exceptional circumstances justify a different resolution.
Application Processing Fees are separate from Participation Fees and are governed by different refund rules.
Payments relating to completed or already-performed services may not be refundable except where mandatory law provides otherwise.
2. Application Processing Fees
Certain WLPI application categories require an Application Processing Fee.
This fee covers administrative and professional services that may include:
- receiving and processing an application;
- reviewing submitted information and documents;
- eligibility assessment;
- merit evaluation;
- application evaluation;
- administrative processing;
- communication with applicants;
- database management;
- application verification;
- selection procedures;
- internal review; and
- other application-related administrative services.
Processing may begin shortly after an application and payment are submitted.
Application Processing Fees are therefore non-refundable and non-transferable once processing has commenced, except where a refund or withdrawal right is required by applicable law.
This generally applies to:
- Fully Funded applications;
- Partially Funded applications;
- Official Invitation Letter applications;
- scholarship applications;
- Online Participation applications where an application-processing service applies; and
- any other category identified as requiring an Application Processing Fee.
An applicant will generally not be entitled to a refund of an Application Processing Fee because the applicant:
- is not selected;
- is placed on a waiting list;
- withdraws the application;
- changes their mind;
- decides not to participate;
- cannot attend the event;
- fails to obtain a visa;
- experiences a visa delay;
- cannot obtain an embassy appointment;
- misses an application or participation deadline;
- provides incorrect or incomplete information;
- purchases or applies under the incorrect category;
- does not complete an interview or selection requirement;
- does not respond to WLPI communications;
- cannot travel due to personal circumstances; or
- encounters circumstances outside WLPI's control.
Payment of an Application Processing Fee does not guarantee:
- admission;
- selection;
- scholarship;
- Fully Funded status;
- Partially Funded status;
- visa approval;
- travel support;
- airfare;
- accommodation;
- an embassy appointment; or
- event participation,
unless expressly stated as part of the purchased participation category.
3. Official Invitation Letter Package
WLPI may offer an Official Invitation Letter Package as a separate service or as part of another participation category.
Depending on the event and package purchased, this service may include:
- official signed invitation letter;
- institutional stamp or authorization;
- unique reference number;
- visa documentation checklist;
- supporting event information;
- supporting documentation; and
- embassy or consular verification upon legitimate request.
The Official Invitation Letter Package is an administrative document-preparation and visa-support service.
Once preparation or processing of the personalized service has begun, cancellation or refund rights may be limited, subject always to mandatory applicable law.
Once an Invitation Letter has been prepared, issued, or delivered and the relevant service has been fully performed, the applicable service fee is generally non-refundable and non-transferable, except where required by law.
The following do not normally qualify for a refund:
- visa refusal;
- visa delay;
- inability to obtain an embassy appointment;
- embassy or consular processing delays;
- failure to travel;
- change of travel plans;
- personal circumstances;
- failure to provide correct information;
- failure to submit a visa application;
- failure to upgrade to a required participation category; or
- refusal of entry by immigration or border authorities.
The issuance of an invitation letter does not constitute or guarantee visa approval.
Visa decisions remain entirely under the authority of the relevant embassy, consulate, immigration authority, or government.
WLPI has no authority to influence or guarantee such decisions.
Where required by applicable consumer law, any statutory withdrawal or refund rights remain unaffected.
4. Fully Funded Category
The Fully Funded Category is merit-based and competitive.
Submission of an application does not guarantee selection.
The Application Processing Fee for the Fully Funded Category is generally non-refundable once application processing has commenced, except where required by applicable law.
An applicant is not entitled to a refund merely because:
- the applicant was not selected;
- the applicant was placed on a waiting list;
- another participant was selected;
- the applicant did not receive a scholarship;
- the applicant withdrew;
- the applicant failed to complete a selection requirement; or
- the applicant did not receive the expected funding.
Selection decisions do not constitute grounds for reimbursement of application-processing services already provided.
5. Partially Funded Category
The Partially Funded Category is also merit-based and may involve a competitive selection process.
The Application Processing Fee is generally non-refundable once application processing has commenced, except where required by applicable law.
Applicants who are not selected for the Partially Funded Category are not ordinarily entitled to reimbursement of an Application Processing Fee.
Where a selected applicant subsequently pays a separate Participation Fee, the Participation Fee will be governed by the cancellation schedule contained in this Policy unless different conditions were disclosed for that particular event or offer.
6. Self-Funded Category
Applicants registering under the Self-Funded Category may be automatically confirmed after successful registration and payment unless otherwise stated.
Self-Funded Participation Fees may qualify for a WLPI Credit Voucher (WCV) under the cancellation schedule contained in Section 12 of this Policy.
To qualify:
- the applicable Participation Fee must have been paid in full;
- the registration must be eligible for cancellation;
- the cancellation request must be submitted in writing;
- the request must be received before the applicable deadline; and
- the participant must comply with the conditions contained in this Policy.
Unless expressly stated otherwise, the following may not qualify for a WCV or refund:
- partially paid registrations;
- incomplete installment plans;
- specially discounted registrations;
- non-refundable promotional offers;
- previously issued vouchers;
- complimentary registrations; or
- specially negotiated registrations subject to separate conditions.
7. Premium Access Pass
Premium Access Pass registrations are normally confirmed following successful registration and payment.
Cancellation requests for a Premium Access Pass will generally follow the same cancellation schedule applicable to Self-Funded Participation Fees unless different refund conditions are displayed for the relevant event.
Only eligible, fully paid registrations may qualify for a WLPI Credit Voucher.
Benefits or services already delivered before cancellation may be excluded from the amount eligible for a WCV where appropriate and permitted by law.
8. Online Participation
Where WLPI offers online participation:
- application-processing fees remain subject to Section 2;
- participants are responsible for their own device and internet connection; and
- access credentials, private event links, digital materials, or other online access may constitute delivery of part or all of the purchased service.
Once the online service or digital access has been delivered or performed, refunds may be restricted subject to applicable law.
WLPI will not ordinarily provide refunds or WCVs because of:
- internet problems on the participant's side;
- inadequate internet speed;
- device incompatibility;
- software problems on the participant's side;
- time-zone misunderstandings;
- failure to attend;
- failure to use provided credentials;
- failure to check email communications; or
- other technical issues outside WLPI's reasonable control.
9. Group Registration
WLPI may offer Group Registration to organizations, universities, institutions, companies, associations, delegations, families, or other groups.
Group bookings may be subject to:
- customized quotations;
- special discounts;
- negotiated payment arrangements;
- specific payment deadlines; and
- event-specific conditions.
Unless otherwise expressly agreed in writing:
- Application Processing Fees relating to group members remain non-refundable after processing begins;
- specially negotiated group registration payments may be subject to separate cancellation conditions;
- group registrations are not automatically transferable;
- individual members may not be substituted without written approval from WLPI;
- removing one or more participants from a group does not automatically entitle the group to a proportional refund; and
- failure of one or more group members to obtain a visa does not automatically entitle the remainder of the group to a refund.
Where standard Participation Fee cancellation conditions apply to a group booking, this will be specified by WLPI.
Any separately issued written group agreement, quotation, or payment condition will take precedence where it expressly provides different cancellation terms.
10. WLPI Credit Voucher (WCV)
Where a participant qualifies for compensation under this Policy, WLPI may issue a WLPI Credit Voucher ("WCV").
Unless otherwise stated when issued, a WCV:
- is valid for one (1) year from the date of issue;
- may be redeemed toward eligible future WLPI events or services;
- is issued to the original participant;
- is non-transferable unless WLPI expressly approves a transfer;
- cannot be sold;
- cannot be exchanged for cash;
- cannot be withdrawn to a bank account;
- cannot be converted into another payment method; and
- cannot normally be refunded once issued.
If the value of the WCV exceeds the price of a future eligible registration, the remaining balance may be retained and used during the voucher's validity period unless otherwise stated.
If the future registration costs more than the available WCV balance, the participant must pay the difference.
A WCV cannot normally be used to generate another refund or WCV.
Registrations purchased using:
- a WCV;
- another promotional voucher;
- a special scholarship;
- a complimentary credit; or
- certain promotional discounts
may be subject to additional restrictions.
Failure to use the WCV before its stated expiration date may result in forfeiture of the remaining balance.
11. Participant Cancellation
Participants wishing to cancel an eligible registration must submit their request in writing.
Simply failing to attend does not constitute a cancellation request.
Failure to attend without completing an eligible cancellation before the applicable deadline will be treated as a No-Show.
No-Shows are not eligible for a refund or WCV.
The date on which WLPI receives the written cancellation request will be used to determine the applicable cancellation period.
12. Cancellation Schedule — Participation Fees Only
The following schedule applies only to eligible Participation Fees unless event-specific conditions state otherwise.
Application Processing Fees and completed administrative services are excluded from this cancellation schedule.
45 or More Days Before the Event
The participant may receive:
- 100% of the eligible Participation Fee as a WLPI Credit Voucher.
30-44 Days Before the Event
A 50% cancellation fee applies.
The remaining:
- 50% of the eligible Participation Fee may be issued as a WLPI Credit Voucher.
15-29 Days Before the Event
A 75% cancellation fee applies.
The remaining:
- 25% of the eligible Participation Fee may be issued as a WLPI Credit Voucher.
Less Than 15 Days Before the Event
The registration is:
- non-refundable;
- not eligible for a WLPI Credit Voucher; and
- treated as a late cancellation or No-Show.
The number of days will normally be calculated according to the official starting date of the relevant WLPI event.
This schedule remains subject to any mandatory rights available under applicable law.
13. Refund / WCV Request Procedure
All refund or WLPI Credit Voucher requests must be submitted by email to:
Suggested subject line:
Refund Request – [Event Name]
The request should include:
- full legal name;
- registered email address;
- event or program name;
- participation category;
- order or transaction number;
- payment method;
- date of payment;
- reason for cancellation; and
- supporting documentation where relevant.
WLPI may request additional information where reasonably necessary to verify the transaction or determine eligibility.
Incomplete requests may delay processing.
Submitting a request does not itself guarantee approval.
14. Visa Refusals & Visa Delays
WLPI does not guarantee the issuance of any visa.
Embassies, consulates, visa centers, immigration departments, border authorities, and governmental authorities operate independently from WLPI.
Unless expressly provided under a specific written offer or required by law, visa refusal does not by itself entitle an applicant or participant to:
- a cash refund;
- a WLPI Credit Voucher;
- compensation;
- reimbursement;
- travel reimbursement; or
- reimbursement of third-party expenses.
The same generally applies to:
- visa-processing delays;
- inability to obtain an appointment;
- embassy closures;
- passport problems;
- missing travel documentation;
- immigration decisions; and
- border-entry refusals.
Participants are strongly encouraged to begin visa procedures as early as reasonably possible.
15. Travel & Personal Circumstances
WLPI is not ordinarily responsible for expenses or losses resulting from:
- cancelled or missed flights;
- airline schedule changes;
- transportation problems;
- accommodation independently booked by the participant;
- passport problems;
- travel restrictions;
- failure to purchase travel insurance;
- illness;
- work commitments;
- academic commitments;
- family circumstances;
- changes of mind;
- inability to obtain leave;
- personal emergencies; or
- other circumstances personal to the participant.
Participants are responsible for making appropriate travel arrangements and are encouraged to purchase suitable travel insurance.
16. Event Changes
WLPI makes reasonable efforts to deliver its events according to the published program.
However, operational circumstances may require changes to:
- speakers;
- trainers;
- moderators;
- panelists;
- hotels;
- venues;
- accommodation providers;
- schedules;
- activities;
- meals;
- transportation;
- sessions;
- program agendas;
- city activities; or
- other event components.
Reasonable operational changes do not automatically constitute grounds for a refund.
Where necessary, WLPI may provide an equivalent or reasonably comparable alternative.
17. Event Postponement or Rescheduling
Where WLPI postpones or reschedules an event, participants may be transferred to the rescheduled event.
Depending on the circumstances, WLPI may also provide:
- continued registration for the new date;
- a WLPI Credit Voucher;
- transfer to another eligible WLPI event; or
- another reasonable solution.
Any statutory rights available to the participant remain unaffected.
Personal inability to attend a newly scheduled date will be assessed according to this Policy, the circumstances of the postponement, and applicable law.
18. Event Cancellation by WLPI
If WLPI officially cancels an event and does not provide the contracted event or an appropriate replacement, affected Participation Fees will be handled according to:
- the relevant participation category;
- services already performed;
- any alternative arrangements offered;
- applicable contractual conditions; and
- mandatory law.
WLPI may offer, where appropriate:
- transfer to another WLPI event;
- rescheduling;
- a WLPI Credit Voucher;
- replacement services; or
- a refund where required or approved.
Application-processing or documentation services that have already been performed remain separate from the event Participation Fee.
19. Force Majeure
WLPI shall not be responsible for event disruption, postponement, relocation, modification, or cancellation caused by circumstances beyond its reasonable control.
Such circumstances may include:
- natural disasters;
- earthquakes;
- floods;
- fires;
- severe weather;
- epidemics or pandemics;
- war;
- terrorism;
- political instability;
- civil unrest;
- strikes;
- government restrictions;
- border closures;
- embassy closures;
- transportation disruption;
- airline disruption;
- public emergencies;
- utility or infrastructure failures;
- venue emergencies; or
- other comparable circumstances beyond WLPI's reasonable control.
Depending on the circumstances, WLPI may:
- reschedule the event;
- relocate the event;
- modify the program;
- replace affected services;
- transfer participation;
- provide a WCV; or
- offer another reasonable solution.
Refund requests arising from force majeure circumstances will be considered in accordance with the relevant contractual circumstances and applicable law.
20. Travel Reimbursement for Fully Funded Delegates
Where a specific WLPI event expressly includes travel reimbursement or airfare reimbursement as a Fully Funded benefit, the selected participant must comply with the reimbursement procedure communicated by WLPI.
This may require submission of:
- reimbursement form;
- valid boarding passes;
- flight tickets;
- payment receipts;
- bank information;
- passport or identification details; and
- other supporting documentation.
Unless otherwise stated for the particular event, reimbursement may be processed within 4–8 weeks after successful completion of the event and verification of the required documents submitted by the delegate.
Failure to attend or complete the event, failure to provide required documentation, submission of fraudulent documentation, or violation of the conditions of the Fully Funded offer may result in loss of reimbursement eligibility.
The exact reimbursement conditions published for the applicable event or communicated to the selected participant shall prevail.
21. Currency, Banking & Payment Charges
WLPI payments may be accepted in:
- USD;
- EUR;
- HUF; or
- another currency expressly displayed at checkout or on an official payment request.
WLPI is not responsible for differences arising from:
- currency conversion;
- exchange-rate fluctuations;
- international banking fees;
- intermediary bank charges;
- credit or debit card fees;
- foreign transaction charges; or
- charges imposed by the participant's bank or payment provider.
Where a cash refund is approved, the refund will normally be calculated according to the amount originally received by WLPI and processed through the original payment method where reasonably possible.
A difference between the original payment amount and the amount ultimately credited by the participant's bank due to exchange rates or third-party banking charges is outside WLPI's control.
22. Refund Processing
Where WLPI approves a cash refund, processing will normally be initiated through the original payment method where reasonably possible.
Banking and payment-provider processing times may vary.
WLPI is not responsible for delays caused by:
- issuing banks;
- acquiring banks;
- payment processors;
- card networks;
- international transfers;
- compliance reviews; or
- incorrect payment information supplied by the participant.
Where a WCV is approved, it may be issued electronically to the participant's registered email address or WLPI account.
23. Incorrect Category or Duplicate Payment
Participants are responsible for reviewing their selected service and participation category before payment.
If a participant purchases the wrong category, WLPI may, where operationally possible and at its discretion:
- correct the registration;
- apply the amount toward another eligible category;
- request payment of any price difference; or
- issue a suitable credit adjustment.
A mistaken purchase does not automatically create a right to a cash refund.
If a genuine duplicate payment occurs, the participant should contact WLPI as soon as possible.
Verified duplicate payments may be refunded or corrected after review.
24. Promotional, Discounted & Special Registrations
Certain promotional, discounted, scholarship-based, negotiated, limited-time, or specially priced registrations may have additional refund restrictions.
Where an offer is expressly identified before purchase as:
- non-refundable;
- final sale;
- promotional;
- discounted; or
- subject to special cancellation conditions,
those specific conditions will apply to the extent permitted by applicable law.
25. Referral & Affiliate Program — Refund Effect on Commissions
Purchases generated through the WLPI Referral/Affiliate Program are subject to this Refund Policy in the same manner as other WLPI purchases.
Affiliate or referral commissions are generally earned only on valid, eligible transactions successfully paid to and retained by WLPI.
A transaction may cease to qualify for affiliate commission if it is:
- refunded;
- reversed;
- charged back;
- cancelled;
- determined to be fraudulent;
- duplicated;
- disputed successfully;
- made using an unauthorized payment method; or
- otherwise determined to be invalid under the WLPI Affiliate Program Terms.
Where commission has not yet been paid, the corresponding commission may be cancelled or deducted from the Affiliate's pending balance.
Where commission has already been paid for a transaction that is subsequently refunded, reversed, charged back, or determined to be fraudulent, WLPI may deduct the corresponding amount from future affiliate earnings or request repayment where permitted by applicable law.
Where a participant cancels an eligible registration and receives a WLPI Credit Voucher, WLPI may withhold or reverse the original affiliate commission until the underlying eligible service is ultimately completed or otherwise determine commission eligibility in accordance with the Affiliate Program rules.
Affiliate commissions may also be withheld where WLPI determines that the transaction resulted from:
- self-referral abuse;
- fraudulent referrals;
- artificial transactions;
- duplicate compensation;
- unauthorized use of affiliate links in WLPI-paid advertising campaigns; or
- another violation of the WLPI Affiliate Program Terms.
26. Chargebacks & Payment Disputes
Participants retain any legitimate legal rights they may have regarding payment disputes.
However, participants are encouraged to contact WLPI at support@wlpi.org before initiating a payment dispute so that the matter can first be investigated and, where possible, resolved.
WLPI reserves the right to contest a chargeback or payment dispute and provide relevant evidence to banks, payment processors, card networks, or financial institutions.
Such evidence may include:
- proof that an application was submitted;
- acceptance of the Terms and Refund Policy;
- payment authorization records;
- application-processing records;
- communication records;
- invitation letters or documents issued;
- evidence of digital delivery;
- event registration records;
- participation records;
- invoices;
- transaction information; and
- other relevant documentation.
Fraudulent, knowingly false, abusive, or bad-faith chargebacks may result in:
- cancellation of registrations;
- suspension of WLPI services;
- exclusion from future WLPI programs;
- cancellation of Affiliate Program participation;
- recovery of unpaid amounts where legally permitted; and
- legal action where appropriate.
27. Fraud, Misrepresentation & Abuse
WLPI may deny a discretionary refund, WCV, transfer, or other accommodation where there is reasonable evidence that:
- false or misleading information was provided;
- documents were falsified;
- WLPI services were misused;
- a payment was made fraudulently;
- the participant attempted to obtain services without payment;
- the participant manipulated the refund or Affiliate Program;
- multiple accounts were created for fraudulent purposes;
- WLPI documents were altered or misused; or
- the participant materially violated the WLPI Terms and Conditions.
This section does not remove any legal remedy or consumer right that cannot lawfully be excluded.
28. Consumer Rights & Statutory Withdrawal Rights
Nothing in this Refund Policy is intended to exclude, restrict, or waive any consumer right that cannot legally be excluded.
Where applicable law grants a consumer a statutory withdrawal, cancellation, reimbursement, or other mandatory right, that right will take precedence over conflicting provisions of this Policy.
For services where WLPI begins performance before the expiry of an applicable statutory withdrawal period at the consumer's express request, the effect of a subsequent withdrawal will be determined in accordance with applicable law.
Where a service has been fully performed after the consumer requested commencement of performance and provided any acknowledgment required by applicable law, statutory withdrawal rights may be affected in accordance with applicable law.
WLPI may request appropriate consent or acknowledgment during application, registration, or checkout where immediate processing or performance is requested.

The legal entity responsible for a particular payment or contractual transaction may be identified on the:
- checkout page;
- invoice;
- receipt;
- payment statement;
- payment request;
- order confirmation; or
- applicable written agreement.
Nothing in this Refund Policy alters mandatory legal protections that apply to the relevant transaction.
30. Policy Updates
WLPI may amend this Refund Policy periodically to reflect:
- changes in WLPI programs;
- new participation categories;
- changes to payment methods;
- changes to the Affiliate Program;
- operational requirements; or
- changes in applicable law.
The latest version will be published on the official WLPI website.
Updates will apply from their stated effective date.
Changes will not retroactively remove rights already accrued where doing so would be prohibited by applicable law.
Participants should review the Refund Policy applicable when completing a new registration or purchase.
